In 1991, Governor Ann Richards appointed Ms. Higginbotham-Brooks to Chair of the Texas Alcoholic Beverage Commission. For the next three years, Ms. Higginbotham-Brooks served as the first and only African American and female member of this Commission. She has also served on the boards of the Texas Department of Commerce Policy and the University of Texas M.D. Anderson Cancer Center.
